THE government lauded on Tuesday the upgrade given by Moody’s Investors Service on the country’s credit outlook.
In separate statements, Finance Secretary Cesar Purisima and Budget and Management Secretary Florencio Abad vowed to continue focusing on good governance to ensure another upgrade from Moody’s, which assigned positive outlook to the Philippines from stable.
“This is one more step in our march towards investment grade, towards reducing the gap between the market rating and the credit rating, and more importantly towards a more sustainable growth path.
The Aquino administration will continue to focus on good governance as the basis for good economics, on fiscal sustainability, on macroeconomic stability and on opening up the country to business and tourism,” Purisima said.
For his part, Budget and Management Secretary Florencio Abad said that the positive outlook that Moody’s has given to the Philippines from stable “vindicates and reinforces the Aquino administration’s agenda of good governance, especially in the management of public funds.”
In its action, Moody’s said that the Philippines has continued to demonstrate prudence in its fiscal management, as characterized by low budget deficits and a steadily declining level of debt relative to gross domestic product (GDP).
The rating agency attributed this on the government’s expenditure restraint and improved revenue performance.
“Indeed, on the expenditure side, we have introduced reforms to ensure the quality and integrity of public spending. We reemphasize our commitment to continue our pursuit of urgent reforms to ensure not only prudence in spending, but also maximum impact for each peso spent by the government,” Abad said.
On Moody’s warning that a shift away from the focus on good governance may lead to a reversal of its positive assessment to a stable or negative outlook, he said the Aquino administration believes that good governance is intertwined with sustained economic growth.
“It will thus continue to vigorously pursue its reforms for improved governance not just in public fund management, but also in every aspect of public life,” he stressed.
